Three contractors killed at Penoles mine in Mexico

MEXICO CITY (Reuters) - Three contractors were killed on Friday while working on the construction of a ventilation duct at a zinc mine in central Mexico owned by Industrias Penoles, the company said in a release.

Miner and metals processor Penoles, which runs the world's largest primary silver producer, Fresnillo, operates the Tizapa mine in the central State of Mexico in the tiny municipality of Zacazonapan.

Three other contractors also employed by Mineria Castellana were injured and are being treated at a local hospital, Penoles added. The miner could not say if the incident was an explosion, as local media reported previously, but added that an investigation was underway.

Penoles said the Tizapa mine produces mostly zinc, although smaller quantities of lead, copper, silver and gold can also be found in the area.

Some 900 people, including contractors, work at the mine, situated about two hours from the state capital of Toluca, Christian Gomez, a spokesman at the mine, told Reuters earlier on Friday. It was not immediately clear how many of those workers were miners.

In August, the Mexican government suspended work at 32 small coal mines in the northern state of Coahuila due to safety concerns after 13 miners died in the space of three weeks.

A 2006 methane explosion at another mine in Coahuila owned by Grupo Mexico, killed 65 miners.

Penoles shares fell 2.91 percent to close at 646.13 pesos on Friday.

New Book Documents the Days When Lake George was a Winter Destination

In the years between the 1932 Winter Olympic games in Lake Placid and the outbreak of World War II, small, single lift ski areas abounded in the Lake George area. Only a few remain.

According to Jeremy Davis, the author of the newly published Lost Ski Areas of the Adirondacks,

?The Adirondacks are filled with the ghosts of former ski areas. They range from the first J-bar in New York State in Lake George to large, planned resorts that were never completed.?

Davis, a meteorologist by profession, is a historian of vanished ski centers by avocation.

?This is my third book. The first was Lost Ski Areas of the White Mountains, the second, published in 2010, was Lost Ski Areas of Southern Vermont,? said Davis. ?I?ve been collecting brochures, guides and newspaper clippings about former ski areas for twenty years, starting in college. I first posted my research on a website. The editors at History Press saw it, and they said this material should be published in book form. I didn?t set out to be an author.?

In Lost Ski Areas of the Adirondacks, Davis writes about ski areas in Bolton, Lake George and Warrensburg, in addition to approximately 30 others spread throughout the Adirondack Park.

?In Bolton, a rope tow was installed at the Sagamore Golf Club. Warrensburg had a ski area between the Schroon River and Harrington Hill known as Hull?s Slope. And Lake George had a J-bar at Prospect Mountain and a ski jump at Top of the World, as well as rope tows at lesser known areas near the present sites of Travel Lodge and Magic Forest,? said Davis.

Skiing in Lake George was promoted by a Winter Sports Club and served by Snow Trains from Albany.

While only two hotels ? the Worden and the Ballos ? remained open year-round, there were several rooming houses within walking distance of the slopes, which were just a few blocks away from Canada Street. ?Experienced skiers consider Lake George facilities the equal of the most popular winter resorts in New York State,? claimed a January, 1938 issue of the Knickerbocker News.

The Prospect Mountain slope, which opened in 1938, boasted the only overhead cable ski tow in New York State and, for a short time at least, the longest lift of that type in the US.

According to Davis, the Prospect Mountain slope was developed by Fred Pabst, the brewery heir who built the first ski centers in eastern Canada and New England.

?What?s interesting is that even small areas like Top of the World hired European ski instructors and famous ski jumpers,? said Davis.

Prior to the outbreak of World War II, Pabst dismantled the J-bar and moved it to Vermont, where he opened Big Bromley, Davis said.

The 1932 Winter Olympics in Lake Placid made skiing a popular sport for the first time, said Davis.

?Equipment was inexpensive, even during the depression,? said Davis. ?People could even make their own skis and bindings if necessary.?

After World War II, skiing became a big business as investors and developers created ski resorts in the Rockies and in southern Vermont. The days of the single lift, owner and sometimes community operated ski area were over.

Davis said his goal is ?to get the histories of these ski areas on the record before it?s too late, and no one is left who will remember them.?

Davis acknowledges that some people might regard his interest in vanished ski areas as ?a peculiar hobby.?

?But,? he says, ?you?d be surprised by how many thousands of people have responded to the web site and books and have contributed photos and their own personal accounts.?

?The lost ski areas are like other lost pieces of roadside Americana: the amusement parks, the drive-ins, the diners. People are nostalgic about them because they associate them with their families and their own childhoods,? he said.

Davis does not merely collect ephemera about ski areas; he tramps through the woods to find what evidence he can of their brief existence.

?These are modern day archaeological sites,? he said. ?It?s amazing how quickly the ski slopes revert to wilderness. It?s almost instantaneous.?

He notes, for example, that the engine that powered the rope tow at the Ski Bowl in North Creek is now all but hidden in the woods a few hundred feet from the access road to the state-owned Gore Mountain Ski Center.

?It was the first rope tow in New York State,? he says. ?Would people be interested to know that they?re driving by it every time they go to Gore? At least a few of us find that fascinating.?

Lost Ski Areas of the Adirondacks is available at Trees in Bolton Landing, the Lake George Historical Museum and the Lake George Steamboat Company in Lake George, the Warrensburg Historical Museum and Miller?s Art and Frame in Warrensburg and the Ticonderoga Historical Society in Ticonderoga.

While we can't say that extra-dedicated gamers are tripping over themselves to buy the offline-only Wii Mini, we've got good news for those who weren't looking forward to waiting until December 7th to buy a second system for the kids or parties. Walmart Canada tells us Nintendo's $100 console is cleared to go on sale as of Friday, a week ahead of schedule; our local stores haven't yet received stock, but it's early enough that we're not raising alarm bells. We've asked Nintendo about other retailers and will let you know if additional retail chains get the green (or rather, black and red) light.

In order to be effective, a Conservation Unit must have available a list of the species that live within it. They also should have detailed information about the distribution of species among the available habitats. It would be difficult to correctly plan the conservation actions and/or monitoring programs without some minimal knowledge about the species (who are the object of those measures). "This is why our study is so important to the park", said Dr. Miranda from Universidade Federal do Maranho (CCAA/UFMA), leading author of the article, published in the open access journal Zookeys.

In Lenis Maranhenses National Park 42 species of reptiles were found. Approximately 80% of them live only in restinga habitats, which comprise about 20% of the area currently protected by the park. Restingas have been strongly disturbed by the clandestine openings of paths created to transport tourists to the dunes in the park, using off-road vehicles. This problem is more severe during the rainy season when paths become muddy quickly, and new ones are continuously opening. This could be extremely harmful to those habitats because their poor soil might severely limit natural recomposition.

"We recorded endangered species in Lenis Maranhenses; particularly sea turtles located in the beach habitats. No one has any idea about the animal activity there! Are they spawning? It's very likely, but we don't have any data! It would be very important to study and monitor those species in the 70 km of beaches of the Lenis Maranhenses National Park" adds Dr. Miranda.

Another turtle species, which deserves attention in Lenis Maranhenses, is the Brazilian Slider Turtle, which has a limited geographic distribution in the coast of Maranho, northeastern Brazil. This turtle is used as a source of food by the extremely poor inhabitants of Lenis Maranhenses and surrounding areas.

"We believe that it would be helpful to promote awareness campaigns to help the conservation of that species, but it is equally important to provide alternatives to the people that live there. These inhabitants, for example, could be placed into the tourism business by providing training courses. They could work as tourist guides, waiters, or cooks. This would not only improve their economic capacity, but also free them of the need to use the Brazilian Slider Turtle as a food item. The efforts for conservation will only be successful with a joint effort of scientists, policymakers and society. We have to talk to one another and look for solutions together", concluded Dr. Miranda.

'Fiscal cliff' worries push stocks lower at open

Stocks opened lower on Wednesday, putting the S&P 500 on track for a third consecutive decline, as investors remained on edge given the lack of details on U.S. budget, or so-called fiscal cliff, talks.

The Dow Jones industrial average dropped 53.22 points, or 0.41 percent, to 12,824.91. The Standard & Poor's 500 Index dropped 7.44 points, or 0.53 percent, to 1,391.50. The Nasdaq Composite Index dropped 15.70 points, or 0.53 percent, to 2,952.09.?

Stocks fell on Tuesday after Senate Majority Leader Harry Reid said he was frustrated by the lack of progress in budget talks. Broad tax increases and government spending cuts take effect Jan. 1 unless there's a deal.

Elsewhere Wednesday, stocks are lower in Asia and Europe.?

Investors will get readings on new-home sales and the Federal Reserve's Beige Book view of the state of the economy later on Wednesday, but the market is mainly focused on the negotiations about long-term budget deficit reduction.

President Barack Obama has invited to the White House chief executives from top corporations, including Goldman Sachs , Deloitte LLP, and Caterpillar Inc , to discuss U.S. fiscal problems.

Obama's meeting with influential leaders from the corporate world is part of his push for Congress to extend tax cuts for middle income Americans, one flashpoint in a standoff with Republicans in Congress over a series of tax hikes and spending cuts, dubbed the "fiscal cliff," that will go into effect next year if lawmakers and the president cannot come up with a deal to stop them.

"These CEOs know that the market will sell off without any resolution, so I think it's encouraging that they are meeting with the president," said Sal Arnuk, co-founder at Themis Trading at Chatham, New Jersey.

One possible result of the deficit reduction talks is a rise in the tax rate on dividends, prompting some firms to issue special dividends or move up plans for dividends.

The latest example is retailer Costco Wholesale Corp , which said it will pay a special $3 billion dividend to investors. The company posted monthly same-store sales that beat forecasts.?

Deep divisions at the Federal Reserve were on display on Tuesday, just two weeks before the U.S. central bank's next policy-setting meeting, with one top Fed official pushing for more easing, and another advocating limits. The Fed will release its Beige Book summary of regional economic conditions at 2 p.m.

Clayton Fiscus, Montana GOP Lawmaker, Wants Bill Requiring Teaching Of Intelligent Design

Montana state Rep. Clayton Fiscus (R) hasn't even been sworn into office yet, but he's already made clear that he'd like to work on a bill that would require the teaching of intelligent design alongside evolution when he officially goes to work at the state Capitol.

The National Center for Science Education reported this week that Fiscus had submitted a request for a draft of the legislation as one of his first orders of business.

The measure, which broadly plans to "require public schools to teach intelligent design along with evolution," will now be drafted and considered by the legislature when it goes into session next year.

As the NCSE points out, the issue of teaching intelligent design in public school has already been settled in Kitzmiller v. Dover, a 2005 federal case that found the theory to be a form of creationism. The teaching of such a religious-based theory in public schools would violate the separation of church and state.

Fiscus has also filed additional legislative requests, though the others concern more innocuous topics such as parks, highways and taxes.

And he isn't the only incoming lawmaker to float a controversial request shortly after securing election. Republican state Rep. Jerry O'Neil asked the Montana Office of Legislative Services earlier this month if he could be paid his monthly salary of $1,800 in gold coins due to his concerns about the strength of the dollar. The office didn't immediately respond to his request.

Belarus leader relishes reputation as dictator

MINSK (Reuters) - He is a pariah in the West, viewed suspiciously by Russia and loathed by opponents in exile or jail, but Belarussian President Alexander Lukashenko is relishing his notoriety as Europe's last dictator.

After 18 years in power, the blunt, forceful and heavily built former state farm manager shows no sign of bowing to Western pressure to relax his grip on the former Soviet republic squeezed between Russia and the European Union.

Always defiant, often cantankerous and sometimes provocative, Lukashenko has added irony to his armory to deflect Western politicians' criticism, touting their dictator tag as a badge of honor.

"I am the last and only dictator in Europe. Indeed there are none anywhere else in the world," he told Reuters in a rare interview in the capital Minsk in which he repeatedly referred to himself as a dictator and to his rule as a dictatorship.

"You came here and looked at a living dictator. Where else would you see one? There is something in this. They say that even bad publicity is good publicity."

Lukashenko's words are delivered with a wry grin and a wave of his immense hands, and appear intended to taunt the critics whose calls for more economic and political freedom have gone largely unheeded since he first became president in 1994.

The 58-year-old leader does not tire of telling guests that Belarus is the geographical centre of Europe. But the country of 9.5 million does not share the same democratic values as its western neighbors.

Minsk's broad thoroughfares are still lined with monolithic Soviet-era buildings. There are streets named after Soviet founder Vladimir Lenin and philosophers Karl Marx and Friedrich Engels, though some may now boast smart Western shops, such as a showroom for Porsche cars and McDonald's fast-food restaurants.

There is not a single opposition deputy in parliament. Lukashenko, if re-elected, can rule indefinitely following a referendum that allowed term limits to be lifted, and the opposition has been all but crushed into submission.

His strongest rival, Andrei Sannikov, once a deputy foreign minister, took political refuge in Britain last month after 16 months in prison in which he said prison staff tortured him and tried to get him to commit suicide.

Years of diplomatic spats with the West have left Belarus isolated, but a European Union travel and assets ban on people and companies associated with his government has had no obvious impact on Lukashenko's policies.

He is promising to modernize the largely state-run economy and possibly one day build a party-based political system. But he scoffs at talk of rapid change or the possibility of upheaval like the "Arab Spring" that swept away Middle East leaders.

"There's no point in comparing the policy of Belarus and the Middle East. A few people tried through social networking to make the situation explosive," he said, referring to "silent" protests last year when opponents gathered in public places to applaud ironically.

"But nothing came of it. Nor will anything come of it. Every day we have changes here. There is no scope for revolutions coming to Belarus," he said, sitting in an ornate armchair in a luxurious room with green carpets and a chandelier in his cavernous presidential residence.

YEARS OF DEFIANCE

In mid-2010, after signs Lukashenko was easing pressure on the political opposition, it seemed that Western governments might be ready to relax their harsh criticism of him.

But all that ended in December 2010 when, after he was voted in for a fourth consecutive term, riot police broke up rallies by tens of thousands of people against his re-election.

Several politicians who ran against him for office were detained by security forces, including Sannikov, and scores of opponents were picked up in their homes. The EU and the United States tightened sanctions on Lukashenko and his inner circle.

This week the Justice Ministry closed down the Minsk office of the human rights organization Viasna whose head Ales Beliatski is serving a four and a half jail term after a trial for tax evasion described as unfair by Amnesty International.

Lukashenko's message to the West is one of defiance, coupled with a sense of seething injustice at being ostracized for not following Western-style policies.

"You (Europe) do not like the course Belarus is taking. You would like everything here to be sold off - in the interests of Russia or in the interests of Western companies," he said, shifting forward in his chair and almost shouting as he denounced the West, his face coloring with anger.

"You do not like the fact that we have good relations with Russia. This is determined by our history. During the last war we fought together in the trenches against the Nazis. We saved you, Europe, from being slaves to your own Fuehrer."

In a veiled threat to Europe to stop "choking" Belarus, he reminded Europe that it receives much of its oil and natural gas from Russia via pipelines that run through the country.

"Who needs these double-standards? Who needs instability in the heart of Europe? Not you, not us, not Russia. Let's talk, we are people," he said.

Lukashenko rejected Western charges of holding political prisoners, saying specific cases raised by the West relate to people who committed criminal offences.

Asked about alleged abuse of human rights, he waved the question to one side, saying he was the guarantor of the most important right - the right to live.

He seethes too as he recalls a pro-democracy stunt by a Swedish PR company in which hundreds of teddy bears were dropped from a light airplane over Belarus last July.

"You recently sent over a plane with humorous toys and this was a violation (of Belarus's air space). And what if the military had opened fire and people had been killed?" he said.

STABILITY AND KEEPING POWER

Lukashenko has sought to foster an avuncular image and revels in the affectionate sobriquet of Bat'ka - meaning 'father' - in his dealings with ordinary people, many of whom tune in to his earthy way of handling problems.

He has kept the loyalty of industrial workers in big factories by awarding them pay rises when economic times get hard, even though critics say this has contributed to the country's economic problems and rising debts.

Inflation in 2011 was 108 percent and, although it fell to 18 percent in the first 10 months of 2012, this is a coinless society where all banknotes and bills end in zeroes.

Belarus also has a $12-billion debt pile, a large amount for a country which Lukashenko says has an annual gross domestic product of about $60 billion.

Despite this, stability has been his by-word for two decades as he waged war on corruption and as neighboring Russia wilted under mafia-style crime, violence and sometimes political chaos.

"A simple nation put me in this chair. I have never moved away from my promises to people," he said.

Dismissing any concern about economic instability after a parliamentary election in October, he blamed fluctuations in the value of the Belarussian rouble last month on opponents he often describes as a "fifth column".

But the economy is a concern for many Belarussians.

"How can we live when there is a crisis every year?" said Andrei, 45, a Minsk resident who declined to give his last name.

An effective state security machine, still bearing the Soviet name of the KGB, ensures public protests against his rule are snuffed out fast. A statue to Soviet security police founder Felix Dzerzhinsky - long since removed in many former communist east European countries - stands opposite the KGB headquarters.

Lukashenko was the sole member of parliament in Belarus to oppose the agreement that preceded the end of the Soviet Union in 1991, and has been quoted as saying he regrets the country gave up its nuclear weapons.

Foreign observers have repeatedly refused to give elections in Belarus a clean bill of health.

Lukashenko dominates Belarus to such an extent that he feels comfortable admonishing even its sportsmen. Last month he rounded on Belarus's sports bosses for the country's "complete failure" at the 2012 London Olympics - 12 medals including two gold - and accused its soccer players of quaking in their boots before a 4-0 defeat to world champions Spain.

BALANCING ACT

Despite his hostility to western Europe over criticism, he is wary of Belarus being drawn back in to Moscow's orbit.

Lukashenko has long played Russia's interests off against those of western Europe - but he has also gone to lengths to shut out large-scale Russian investment from an accessible market of potentially rich pickings for the Russian investor.

Despite their economic inter-dependency, and moves towards a customs union between Russia, Belarus and Kazakhstan, Moscow still shows signs of wariness about Lukashenko's unpredictability and, Belarussian political analysts say, he and Putin do not enjoy a particularly warm relationship.

The balancing act appeared to tip in Russia's favor last year, however, when it bailed Belarus out of a financial crisis.

Under the bailout package, Belarus made pledges to allow the privatization of some state companies that could interest Russian investors, and allowed the sale of the Beltransgas pipeline network supplying western Europe.

Lukashenko hopes for a new deal with the International Monetary Fund to help Belarus through an anticipated debt repayment crunch in 2013, if the international lender stops "playing politics". The country has to find $1.6 billion in repayments to the IMF alone next year under an old program.

There is nothing in the constitution to stop Lukashenko seeking a fifth five-year term in 2015, or then a sixth.

But the president, who has two adult sons and an eight-year-old son, Kolya, who attends some official functions, denies he is grooming a successor.

"I am reproached for allegedly preparing my children, my eldest son as a successor. But I swear to you: I have never discussed this idea even with my family or with my sons. These are dreamed up by the Fifth Column in our country," he said.

"I shan't be holding on to this job for life. As soon as people decline my services, I'll put my brief case under my arm and I'll be off."

Western Digital My Book Thunderbolt Duo


The Western Digital My Book Thunderbolt Duo ($849.99 list) is one of the largest capacity drives you can buy. Dual 4TB drives together in a RAID 0 array means that you can hold up to 8TB on one logical volume. While this technically means you can store files larger than 4TB (like raw video or a massive database), it also means you can store a mind-boggling large number of smaller files (say every photo a professional photographer has taken since 1997, in native RAW format). It's a prime choice if you need all that space, but there are faster drives out there that take better advantage of the next generation Thunderbolt port. Think of it as a future-proofed bucket for all your files.

Design and Features
The My Book Thunderbolt Duo comes in a silver colored 6.5 by 4 by 6.25 inch (HWD) desktop drive enclosure. It looks very much like the still available Western Digital My Book Studio Edition II 6TB ($499.99 list, 4 stars), aside from the fact that the WD Studio Edition II has a capacity gauge its front panel. Instead, the Thunderbolt Duo has a simpler power/drive use LED. In the back are two 10Gbps dual-channel Thunderbolt ports, the jack for the AC adapter, and a Kensington lock port. Unfortunately, the Thunderbolt Duo lacks a USB 3.0 port or FireWire 800 port, both of which would be helpful if you ever needed to transfer files with a PC or Mac that lacks a Thunderbolt port. Make sure to transfer files from your old drive over the network or using a Mac with both types of ports.

The My Book Thunderbolt Duo comes with two capacious 4TB Hitachi hard drives pre-installed, and configured for RAID 0 (striping). This isn't as odd as it sounds, since Hitachi and Western Digital are now corporate cousins. This gives you 8TB of storage, which is one of the largest capacities available in a desktop drive enclosure. You can use the included WD Drive utilities to reconfigure the Thunderbolt Duo as a RAID 1 array (protected 4TB drive) or as a pair of individual 4TB drives (JBOD). You can pop the top panel open with a touch, exposing the drive cage. After undoing a thumbscrew and lifting out another panel, you can access the My Book Thunderbolt Duo's two drives. This is handy for the sorts of folks who burn out hard drive mechanisms often, like video editors. You can ask Western Digital for replacements during the drives' three-year warranty. The drives come pre-equipped with slide in pegs and easy to use handles, so you can replace them a few minutes without using a screwdriver.

The drive comes with an installer for WD Drive Utilities, which lets you register the drive, set drive security (256-bit encryption), run diagnostics, format the drive, set the RAID level, and set a sleep timer for the drive. The sleep timer is important, since you don't want the drive to run 24/7 and risk burn out unnecessarily. The drive comes formatted for HFS+ (native Mac format), which means you can use it with Time Machine out of the box. The two Thunderbolt ports on the back are interchangeable; you can connect your Mac to one port, then daisy chain other drives or a display to the other port. Thankfully, the 8GB version of the My Book Thunderbolt Duo comes with one Thunderbolt cable, so you don't have to shell out an extra $49 for Apple's cable. Lower capacity versions (4TB and 6TB) do not come with a cable, so you'll have to add one to the cart when you buy the Thunderbolt Duo.

Performance
The Thunderbolt Duo's speed rivals that of a solid-state drive on some operations. The drive took a short six seconds to transfer our 1.2GB test folder, a faster time than the 17 seconds of the SSD-powered LaCie Rugged USB 3.0 Thunderbolt (120GB SSD) ($299.99 list, 4.5 stars), equal to the Editors' Choice LaCie Little Big Disk Thunderbolt (1TB SSD) ($999 list, 4.5 stars), and about twice as fast as the LaCie 2big Thunderbolt Series (6 TB) ($749 list, 4 stars).

The My Book Thunderbolt Duo is also a smidge faster than its faster cousin, the Western Digital My Book VelociRaptor Duo ($899 list, 4 stars) on the drag and drop test (11 seconds). However, the VelociRaptor Duo is a lot faster at the AJA system test, which simulates the sort of drive transfers that are commonplace in the video editing world. The Thunderbolt Duo is capable of good scores: 257MBps read and 263MBps write scores at the AJA system test. The VelociRaptor Duo speeds along with a 374 MBps read speed and 343 MBps write speed, handily beating the 2big drive (320MBps Read, 304MBps Write), but coming in behind the Little Big Disk (620MBps read, 380MBps Write). This means that the Thunderbolt Duo is fast, the Velociraptor Duo is faster, but the Little Big Disk is the fastest. Granted, they all have different capacities and markets, matching their relative speeds.

The My Book Thunderbolt Duo concentrates on capacity. Weighing in at 8GB, It's one of the largest capacity drives we've tested short of a multi-disk NAS array. It's larger and faster than older FireWire 800 drives by a long shot. It's also much larger (but slower) than its speedy sibling the Western Digital My Book VelociRaptor Duo (2TB), and all are significantly slower than the Editor's Choice for external drives, the La Cie Little Big Disk Thunderbolt (1TB). If you absolutely, positively need 8TB for your large database, scientific, or graphics files in a single volume and are looking to keep your drive future-proofed, then the My Book Thunderbolt Duo is a very good choice, but there are faster drives (with much lower capacity) at this price point.

The Western Digital My Book Thunderbolt Duo comes in as a high-speed drive for graphics designer and scientific professionals. While not as capacious as the LaCie 2Big Thunderbolt, it is significantly faster. It's also faster on write operations and has much more capacity than SSD-powered solutions like the LaCie Little Big Disk and Rugged Thunderbolt solutions. The Promise Pegasus R6 ($1,999 list, 3.5 stars) has a larger capacity and greater speed, but my goodness look at the price tag. The current external drive EC, the IoSafe Solo G3 (1TB) ($299 direct, 4.5 stars) holds on to its title thanks to its rugged, fire-proof construction and included data recovery service, but the Thunderbolt Duo is a great choice for Mac professionals and any specialized PC user that needs the speed of Thunderbolt enough to seek out and buy one of the few Thunderbolt-equipped PCs.

YouTube has struck a deal with 13 companies that will add original shows and videos to the constantly-growing Japanese library, new videos promised daily. There's a pretty broad array of partners, with a slight focus on comedy and pop-culture, which should mean a shorter language hurdle for us occasional global viewers. Into high-speed trains? There's a whole channel dedicated to the Land of the Rising Sun's unsung tech export. Editor?s Note: Impact investing is of growing interest to the many thousands of philanthropic families around the world who manage their philanthropy through family foundations and family offices. In this month?s edition of Family Giving News, we present practical solutions and advice regarding one of the most commonly cited challenges for getting started in impact/mission investing: getting internal buy-in. The text below?includes excerpts? from The Guide to Impact Investing For Family Offices and High Net Worth Individuals, a comprehensive new resource for families, individuals, family offices, and family foundations, authored by Julia Balandina Jaquier.

Part I: Impact Investing and Family Foundations

Traditionally, investing and philanthropy have been two distinct activities that never overlapped. Over the past few decades, the landscape of available instruments for achieving financial and social returns has evolved. Foundations now have at their disposal an expanded set of tools to attain their missions, with impact investing being one of the key ones.

The growing interest on the part of private foundations to the field of impact investing is hard to miss. Commonly referred to as investments intended to create a measurable positive impact as well as financial return, impact investments fund ventures that have both a social mission and that address current global challenges through market-driven mechanisms. These ventures operate in different parts of the world and in a variety of sectors ? see examples below.

Impact investments can be broadly segmented into two main groups ? Impact First investments and Financial First investments. The primary aim of Impact First investments is to generate social or environmental good. These investments often, but not always, yield sub-market returns. Financial First impact investments seek to achieve market-rate returns while making tangible positive impact.

Impact investing differs from socially responsible investing in that it actively pursues positive impact; it differs from grants and venture philanthropy by requiring a certain level of financial return. Impact investing can be practiced across numerous asset classes, with the majority currently representing private equity and debt.

Impact investing is a fast growing, but still nascent market. The GIIN (Global Impact Investment Network) projects 10-fold growth over 5 years from $50 billion at the end of 2009 to $500 billion by the end of 2014, placing impact investing at roughly 1% of all globally managed assets.

Foundations typically use Impact First investments on their programmatic/philanthropic side to complement their grants and venture philanthropy. Such investments, called program-related investments or PRIs, enable foundations to leverage their grant dollars, as PRIs in the USA and some other countries are considered charitable expenditures and are included within a foundation?s typical 5% annual payout requirement.

On the endowment side, foundations allocate a portion of their assets towards Financial First impact investments, alongside their traditional and responsible investments. Such impact investments are called mission-related investments or MRIs and they allow foundations to deploy a larger portion of their resources to advance their mission, while yielding them market-rate returns.

All of these financing and investment approaches can be seen as a new continuum that allows a foundation to incorporate both impact and financial objectives in its investment management.

Family foundations around the world have been in the vanguard of the impact investing movement and a growing number of wealthy families and their foundations have successfully adopted impact investing. Examples of just a few of these institutions are provided in Figure 3; a more complete list of family foundations involved in impact investing is available from the Mission Investors Exchange site.

Many more wealth holders and private foundations have been interested in impact investing for years, but have not started ?doing it.? What is the reason? One of the most common challenges to getting involved in impact investing is the ongoing resistance of families and trustees due to unfamiliarity with this vehicle. Part II of this article looks at potential solutions and tips for overcoming this resistance.

Part II: The Challenge of Getting Internal Buy-in

Families practice impact investing both through their private foundations as well as through their family offices. In both cases, an impact investing strategy is typically adopted after a ?champion? emerges to engage the board and/or other family members in thinking about the potential of this approach. A family is a complex organization and getting everybody on board can be especially challenging, particularly as implementing an impact investment program may require changes in how foundations and wealth management activities are managed. It?s often the case that the family members pushing for this change are young and have not yet ?proven themselves? to their families. Surprisingly, even family patriarchs may have to deal with resistance from their families. It also does not help that traditional advisers, trusted by the older generations, are often not knowledgeable and supportive of impact investing.

SOLUTIONS AND TIPS TO OVERCOME RESISTANCE
FROM FAMILY AND TRUSTEES

Listed below are several possible solutions to the ?buy-in? challenge, along with actual quotes from family members who have been through this process. These solutions are based on feedback from over 40 private impact investors who have shared their experiences and tips in The Guide to Impact Investing, a well as on the author?s experiences advising family foundations and wealth holders. Keep in mind that it will often require a combination of two or more of these strategies over a period of several years for success to be achieved.

A. Use External Experts and Other Families: Younger family members who struggled to ?be heard? by older generations often found it helpful to use a third party ? an advisor, outside family foundation representative, or? investment expert ? to explain the merits of impact investing. Tailor-made training on impact investing for the foundation board/senior family members can be very effective, by properly addressing such issues as reputational risks, evidence of performance, and fiduciary duty ? each of which tend to be major reasons for initial internal resistance.

?As a family member, given your dynamics and history, they?re not going to listen to you. You just have to accept that. So I brought in another family that was involved in impact investing.?

?It took an advisor, somebody with a clear track record of financial expertise, to really start changing things.?

B. Use Case Studies and Success Stories: Typically, skeptical board and family members need to be convinced of two things: 1) on the programmatic side, that an impact investment can be more impactful than a grant; and 2) on the endowment side, that an impact investment can generate market-rate returns while supporting the mission of the foundation. While impact investing does not yet have a track record on an industry level, there are a number of powerful success stories that can be used to prove your points (Part V of The Guide to Impact Investing includes 14 investment examples across asset classes, some of which are available for download). Sharing case studies and performance data from pioneering private foundations (notable examples include the F.B. Heron Foundation or KL Felicitas Foundation) can also be very useful.

?With our family the struggle has been the lingering distrust of impact investment, the fear that it will be either a lousy grant or a lousy investment dressed up as something else. They haven?t come across enough success stories, tangible, hands-on experience in this space to not feel that it?s impossible to combine financial and philanthropic goals, to ?eat your cake and have it.?

C. Find Real-Life Investment Opportunities and Speak the Financial Language: Many family members pushing for impact investing are not considered by their families to be ?investment savvy.? Bringing real-life impact investment opportunity examples and carefully preparing to argue their merits on the financial side will increase credibility and create support from the more financially driven and analytical side of the family and trustees. For example, an investment in real assets, such as land conservation, organic farming, or sustainable forestry, or a fixed income investment in a microfinance debt fund or community development bond is likely to catch the attention of your family as it can deliver both financial returns and diversification benefits, inflation protection, or low volatility.

?I could get my brothers excited about really cool investments that were totally financially viable and created a model for sustainability. They appreciated the value of that from their sort of investor minds and got enthusiastic about the fact that a tool like this exists.?

D. Be Persistent. Do Not Give Up: Those who succeeded in changing the perception of their family members or foundations boards recall that it was a lengthy and tedious process with many iterations, new strategies, and outside expert engagement. In some cases, it took many years to gradually win over the more skeptical board and family members. Do not give up too soon, thinking all is hopeless ? it may just take one last effort to create the tipping point.

?It?s taken ten years, and it?s taken me working with every board member, sending them content, inviting them to conferences, introducing them to people that I thought were going to give them good advice.?

E. Secure the Support of an Older, More Senior Family Member: If you are trying to convince the older generations, enroll the support of family members who ?carry more weight? within the family structure ? often from the generation of the family patriarch.

?There were two uncles who were of my father?s generation. They had invested in microfinance in the 1980s? They saw me coming up with this impact stuff, and they said, ?Wow, this is cool.? So I got a lot of support from them and their colleagues, which really helped.?

F. Join a Group of Peers/Form a Support Group: It may be difficult to convince your own family, particularly if the situation is influenced by family dynamics, or if egos play a significant role in board and family wealth decisions. Being part of a group of peers who are struggling with the same issues or have gone through similar situations has helped a number of wealth holders, if not to win the fight, then to at least not give up (see Figure 4 for examples of these networks).

?It helps to have support. You need emotional support; you need to be a part of a group of like-minded people. You need to know that the fight you?re fighting with your financial advisor and your family is a fight that you can win.?

G. USE MEDIATION: When the decision to move into impact investing depends on an agreement from a number of family members, the buy-in process can easily become emotionally charged, especially if inter-generational issues are at play. A number of families have engaged an external mediator to understand positions of various members and help craft a solution that addresses the concerns and aspirations of the family in a neutral and constructive manner.

?We have contracted with a consulting company to do a facilitation exercise with the family to really come to some consensus about what the values and guidelines are that we should create for our sustainable investments.?

H. DEVELOP THE ?PILOT PORTFOLIO? TO PROVE YOUR CASE: Some wealth holders, while or before trying to convince their families, started to invest using their own capital, effectively creating a ?pilot? portfolio. This allowed them to prove their case to the family and to learn the ropes of impact investing. Such a pilot can mirror the core programmatic areas of the family foundation, if the objective is to prove that an impact investment can be as impactful as grants. Alternatively, one should focus on Financial First investments, if you want to prove the ability to protect and grow the endowment, while aligning it with the mission of the foundation. Do not underestimate the effort of this exercise, as you will need time and skills to build a successful pilot.

?I?ve done a number of investments on my own that are completely outside of what the family does? My strategy was to try it out with my own money, and then if it?s mature enough or it?s proven ? I will offer it to the Family Office.?

Part III: Tips for Getting Started with Impact Investing

Ready to get started? Below are some peer recommendations to make your impact investment journey both easier and more fun:

1) START WITH YOUR VALUES: Think of what the family values are and where you would like to make an impact ? is it saving the Amazonian rainforest or educating kids in Nepal? Examine whether the mission of your foundation could be achieved through impact investing. A strong link to your values and foundation mission will make impact investing more meaningful and fun.

2) LEARN ABOUT THE SPACE: Many resources are currently available including written reports, conferences, and private gatherings ? use them. Meet other foundations and consider a tailor-made training on impact investing for your family, trustees and foundation staff. Mandate your current investment advisor and staff to research the impact area(s) and report with investment proposals that could advance the mission of your foundation while yielding a financial return.

3) TAKE A STEP-BY-STEP APPROACH: You may have ambitious plans, but allow time to develop and implement an effective impact investment strategy. You can start small and/or safe. On the programmatic side, provide a loan in place of a grant. On the endowment side, invest in a fully guaranteed certificate of deposit, pledge liquid portfolio as a loan guarantee or invest through financial intermediaries. Become bolder as you learn, develop internal capabilities and find experienced partners.

4) BE RIGOROUS: Treating impact investing as a ?hobby? is a sure path to failure. Impact investing requires a mix of programmatic and investment skills and should be executed professionally. Some foundations started by outsourcing the financial de diligence to experienced investment professionals, while others have built internal investment capabilities from the onset.

5) ALLOW YOURSELF TO MAKE MISTAKES: Do not underestimate the challenges of impact investing. Be prepared to experiment and do not give up when mistakes occur (they are unavoidable) ? learn lessons and adjust your strategy accordingly.

It has confounded me for some time, since we had our start in 1998 with REMAX. Why it is that agents are scared to talk about interviewing multiple real estate agents before choosing one? What could be the reason for this? Could it be insecurity rearing it?s ugly head? What about not having the ?competitive spirit??

I know this hits some Santa Clarita real estate agents like a fart in Church, but it is a necessary step to anyone buying or selling a home. It is necessary for you to interview multiple agents. I?ll throw selfish at you now, ?I hope we are one of those you interview?? However, I get it if we are not, you may walk into that first office of that first Top Producing Real Estate agent and be swooned off of your feet ? it happens.

But for the other 99.9% of you, put us down as one of the Real Estate agents you want to interview and question. When it comes to buying or selling a home there have been studies done by the Big Syndication websites about how the buyers/sellers felt of their agent. Here is the break down:

70% said they would not recommend the realtor they choose to friends or family.

What a statement. There was another fact that reared it?s head in this Feedback forum for Real Estate. That was the fact most people work with 7 agents before buying a home.

So, 70% of those that bought a home did not like their agent enough to recommend them and most of those buyers work with 7 agents before buying a home.

It seems that someone is asleep at the Santa Clarita real estate wheel? I think it comes down to this, some agents are afraid of answering the phone or picking up the phone and calling back. Most agents are scared to say something is wrong. Most are terrified to give the ?bad and unpleasant? scenarios that apply when buying a home. Some agents will even close a real estate transaction if their buyer or seller are placing themselves at risk.

Do some Googleing, look at Bing ? run some real estate keywords in the search engines related to real estate. See who comes up in the SERP?s ? Search engine result pages. Weed out the real estate syndication websites and focus on the local real estate agents websites. Click through on a few that are on the first page and start making your calls. BTW ? if there is no phone number or physical ?local address? for the real estate agent on their website?s home page ? move onto the next.

COLUMBIA, SC - November 27, 2012 - South Carolina homebuyers now have a powerful new tool to make their mortgages more affordable and save thousands of dollars each year that would have otherwise been paid in taxes. The SC Mortgage Tax Credit Program is a Mortgage Credit Certificate Program administered by the South Carolina State Housing Finance and Development Authority (SC State Housing) that provides a federal income tax credit to qualified homebuyers of up to $2,000 per calendar year for every year they occupy the home as their primary residence*.

The SC Mortgage Tax Credit Program will allow qualified homebuyers to save thousands of dollars in mortgage interest payments by taking a tax credit of 30 percent on their federal income tax ? up to a maximum of $2000 per calendar year.? This could result in substantial savings over the life of a mortgage loan ? savings that the homeowner can keep, rather than paying in taxes.

Spend A Little! Save A Lot!
The cost of the SC Mortgage Tax Credit is just $500, with lenders being able to charge up to an additional $200 processing fee. The cost of obtaining the credit can be paid by the seller of the home as well.

Who Qualifies?
To qualify, a homebuyer must meet certain conditions:

  • The homebuyer is purchasing a primary residence in South Carolina; AND
  • The homebuyer is a first-time homebuyer, has not owned a home in the last three years, or buys a home in a ?targeted? county; AND
  • The homebuyer occupies the home as a primary residence; AND
  • Household income** falls within the limits established for the county in which the primary residence is being purchased; AND
  • The purchase price** is within the limits established for the county in which the primary residence is being purchased.

**Household income limits and home purchase price limits vary by household size and by county. ?
The home may be new construction or an existing single-family home.

What Type of Loan Can It Be Used With?
The SC Mortgage Tax Credit may be used with Fannie Mae, Freddie Mac, conventional, fixed rate, adjustable rate, FHA, VA and USDA-Rural Development financing.? It is not available for SC State Housing bond-financed loans, FHA 203(k) or USDA 502 direct loans.

N. California community mourns family swept to sea

SAN FRANCISCO (AP) ? Howard Kuljian and his family were out for a walk on a damp, overcast morning at Big Lagoon beach, playing fetch with their dog as 10-foot surf churned the water just feet away like a washing machine.

Signs near the beach warned of "sneaker waves," the kind that suddenly roar ashore.

Kuljian tossed a stick that took their dog down to the water's edge and in an instant, authorities said, a wave swallowed it, setting off a nightmarish scramble early Saturday.

"Everything kind of snowballed from there," Coast Guard Lt. Bernie Garrigan said.

Kuljian's 16-year-old son ran to save the dog and struggled as he was captured by the surging surf. Kuljian followed, and later his wife. On shore, his 18-year-old daughter and his son's girlfriend could only watch.

Both parents' bodies were later recovered, but the boy ? presumed dead ? is still missing.

The dog, identified by the boy's friend as "Fran," eventually made it back to shore.

The news of the tragedy ? coming during the long holiday weekend ? shocked many in their hometown of Arcata, on the rough Northern California coastline about 280 miles north of San Francisco.

Students at Arcata High School, which Kuljian's son Gregory attended, wore green in his memory.

By late Monday afternoon, more than 1,300 people "liked" a Facebook page set up by the teenager's friends called "Wear Green for Geddie" ? using his nickname. Dozens tweeted tributes with the hashtag (hash)WearGreenGorGeddie.

"I will always remember him no matter how long," Emmalaya Owen wrote on the Facebook page. "Especially how he was such an upbeat happy person or how he tried to put up 'Be Happy' propaganda posters he drew around school."

Others were trying to come to terms with the deaths. His sister, Olivia, graduated from the school last year.

"He was just a friendly guy, and everyone who knew him liked him, and his family was very close," said Day Robins, a high school senior. She said Gregory and his family were active in school athletics and sailing.

Big Lagoon beach, in Humboldt Lagoons State Park, is a short drive from Arcata. Signs are posted near the parking lot warning beachgoers not to turn their back to the surf and to pay special attention to "sneaker waves," Garrigan said.

"Because the beach is designed that way, when that 10-foot wall breaks, it surges up on the beach and surges back really fast," he said. "It's like a cyclical washing machine."

As the family walked along the beach, Howard Kuljian threw the stick and the dog gave chase, said Dana Jones, a state parks district superintendent.

Seeing his son in the water, Howard Kuljian, 54, leapt to action, and disappeared into the frigid water.

Gregory managed to pull himself back onto the sand, but after realizing his father was drowning, both he and his mother, 57-year-old Mary Scott, went in to the cold sea to save him.

As Olivia and the girlfriend watched in horror, a nearby bystander called police. By the time help arrived, it was too late. Jones said the officer wasn't able to get to the family members because of the high surf.

Garrigan said the search for the teenager was stopped because a person without a wetsuit could not survive for long in the surf because of the temperature of the water.

The Coast Guard deployed a helicopter and two motorboats to search for the teenager, but thick coastal fog made the search difficult. The parks department has also called off its search.

"When there is shorebreak like that, you don't even have to go into the water to be pulled into the sea," Jones said. "It's a reminder to be real careful around the ocean."
