Heeding Putin, Russian Duma backs ban on same-sex adoptions

MOSCOW (Reuters) - Russian lawmakers passed a bill on Friday barring same-sex foreign couples from adopting Russian children, heeding strong signals of support from President Vladimir Putin and broadening a rift with Western nations over gay rights.
The State Duma, or lower house of parliament, approved the bill by a 444-0 vote in its third and final reading, sending it to the upper chamber, which is also expected to approve it.
Both houses are dominated by the United Russia party, which is loyal to Putin.
In power since 2000, Putin has championed socially conservative values and held up the Russian Orthodox Church as a moral compass since he weathered a wave of protests by mostly urban liberals and started a third Kremlin term last year.
He has rejected U.S. and European criticism of a ban on spreading gay "propaganda" among minors that the Duma passed earlier this month that gay rights activists fear has fuelled attacks on homosexuals.
EU foreign policy chief Catherine Ashton said in a statement on Thursday that the "propaganda" ban could stigmatize gays and cause discrimination, and the United States has said it severely restricts freedom of expression and assembly.
The Duma vote to ban adoptions by same-sex couples from abroad came as German Chancellor Angela Merkel, who has criticized Putin over civil rights, met him at a showcase Russian economic forum in St Petersburg.
Germany has also condemned the gay "propaganda" ban and German Foreign Minister Guido Westerwelle, who is gay, said after its passage that attempts to stigmatize same-sex relationships had no place in a democracy.

Putin says Russia does not discriminate against gays, but he has criticized them for not adding to Russia's population, which has declined sharply since the Soviet Union's collapse in 1991.
The same-sex adoption ban was rushed through parliament after Putin said in late April that a new French law allowing same-sex marriage went against traditional Russian values.
It also bars adoptions by unmarried foreigners from countries where same-sex marriage is legal.
The ban fits into a Kremlin campaign to restrict foreign adoptions, a sensitive issue after Americans and Europeans flooded into Russia in the post-Soviet era to adopt children.
In December, Putin signed a law banning all adoptions by Americans, a move motivated by disputes with Washington over human rights and what Russia says is the insufficient prosecution of adoptive U.S. parents suspected of abuse.
Advocates of adoption say same-sex couples can provide loving homes for children who might otherwise founder in Russia's troubled system of orphanages. Relatively few Russian couples adopt despite state efforts to promote the practice.
Same-sex marriage is legal in 15 countries, including seven in Western Europe, and in some jurisdictions in the United States and Mexico. Same-sex couples are not recognized under Russian law and cannot adopt.
A March poll by the independent Levada Centre found that 85 percent of Russians opposed same-sex marriage. But there is no big grassroots movement against gay rights in Russia and critics say the measures are being imposed from the top down.
"It's pretty strange to see this major wave of homophobia in a country where two-thirds of society was brought up by same-sex couples - mother and grandmother," one Internet user said in an online forum, referring to the problem of absentee fathers.

Calgary flooding forces 75,000 from homes
CALGARY, Alberta (AP) ? Flooding forced the western Canadian city of Calgary to order the evacuation of its entire downtown Friday, as the waters reached the 10th row of the city's hockey arena.
Overflowing rivers washed out roads and bridges, soaked homes and turned streets into dirt-brown waterways around southern Alberta. Police say as many as four people might have died. A spokesman for Canada's defense minister said 1,300 Army soldiers from Edmonton were being deployed to the flood zone.
About 350,000 people work in downtown Calgary on a typical day. However, officials said very few people need to be moved out, since many heeded warnings and did not go to work Friday.
Twenty-five neighborhoods in the city, with an estimated population of 75,000, have already been evacuated due to floodwaters in Calgary, a city of more than a million people that hosted the 1988 Winter Olympics and serves as the center of Canada's oil industry.
Outside the city, the Royal Canadian Mounted Police said two men were seen floating lifeless in the Highwood River near the hard-hit community of High River on Thursday, but no bodies have been found. They also say a woman who was swept away with her camper has not been located. And it wasn't clear whether a man who was seen falling out of a canoe in the High River area was able to climb back in.
In downtown Calgary, water was inundating homes and businesses in the shadow of skyscrapers. Water has swamped cars and train tracks.
The city said the home rink of the National Hockey League's Calgary Flames flooded and the water inside was 10 rows deep.
"I think that really paints a very clear picture of what kinds of volumes of water we are dealing with," said Trevor Daroux, the city's deputy police chief.
At the grounds for the world-famous Calgary Stampede fair, water reached up to the roofs of the chuck wagon barns. The popular rodeo and festival is the city's signature event. Mayor Naheed Nenshi said it will occur no matter what.
About 1,500 have gone to emergency shelters while the rest have found shelter with family or friends, Nenshi said.
Nenshi said he's never seen the rivers reach so high or flow so fast, but said the flooding situation was as under control as it could be. Nenshi said the Elbow River, one of two rivers that flow through the southern Alberta city, has peaked.
The mayor suggested that levels on the Bow River ? which, in Nenshi's words, looked like an ocean ? would remain steady for the rest of the day as long as conditions didn't change.
Police urged people to stay away from downtown and not go to work.
The flood was forcing emergency plans at the Calgary Zoo, which is situated on an island near where the Elbow and Bow rivers meet. Lions and tigers were being prepared for transfer, if necessary, to prisoner holding cells at the courthouse.
Schools and court trials were cancelled Friday and residents urged to avoid downtown. Transit service in the core was shut down.
Residents were left to wander and wade through streets waist-deep in water.
"In all the years I've been down here, I've never seen the water this high," resident John Doherty said.
"I've got two antique pianos in the garage that I was going to rebuild and they're probably under water," he said. "We're shell-shocked."
Alberta Premier Alison Redford promised the province would help flood victims put their lives back together and provide financial aid to communities that need to rebuild. The premier said at a briefing that she had spoken to Prime Minister Stephen Harper, who travelled to Calgary and promised disaster relief. Harper met with the premier and mayor.
Redford urged people to heed evacuation orders, so authorities could do their jobs. She called the flooding that has hit most of southern Alberta an "absolutely tragic situation."
The premier warned that communities downstream of Calgary had not yet felt the full force of the floodwaters.
It had been a rainy week throughout much of Alberta, but on Thursday the Bow River Basin was battered with up to four inches (100 millimeters) of rain. Environment Canada's forecast called for more rain in the area, but in much smaller amounts.
Calgary was not alone in its weather-related woes. Flashpoints of chaos spread from towns in the Rockies south to Lethbridge.
More than a dozen towns declared states of emergency. Entire communities, including High River and Bragg Creek, near Calgary, were under mandatory evacuation orders.
Some of the worst flooding hit High River, where an estimated half of the town's residents experienced flooding in their homes.
Military helicopters plucked about 30 people off rooftops in the area. Others were rescued by boat or in buckets of heavy machinery. Some even swam for their lives from stranded cars.
Further west, in the shadow of the Rocky Mountains, photos from the mountain town of Canmore depicted a raging river ripping at house foundations.

But Correa does care about shielding at least one free-speech advocate: Julian Assange, the WikiLeaks founder who released thousands of classified U.S. diplomatic cables. Assange, hoping to avoid extradition to Sweden to answer sexual assault charges ? and possibly extradition to the U.S. for espionage ? has been holed up in Ecuador?s embassy in London since last summer, when Correa granted him political asylum. Because Assange can?t leave the embassy building, Ecuadorean Foreign Minister Ricardo Pati?o even declared this week that the U.K. is violating the pale-complected WikiLeaker?s ?fundamental right to sunbathe.? (And no, you won?t find that in the U.N.?s Universal Declaration of Human Rights.)

No wonder Assange this week said he thinks the whistleblower of the moment, Edward Snowden ? who is now in Hong Kong after admitting he leaked information about a secret and controversial U.S. domestic spying program to the media this month ? should look south for sanctuary. ?I would strongly advise [Snowden] to go to Latin America,? Assange told CNN.
But here?s the flaw, at least the p.r. flaw, in Assange?s thinking. The countries most inclined to take Snowden in ? that is, those with leftist governments like Ecuador, Venezuela, Bolivia and Nicaragua, which would love to hold him up as an anti-U.S. trophy ? also sport some of Latin America?s more checkered human rights records these days. Specifically, their policies tend to mock the very free-speech, free-information crusade that leakers like Assange and Snowden champion.
Ecuador and Venezuela, for example, have some of the western hemisphere?s toughest anti-defamation laws. You don?t just get dragged into civil court to face libel or slander complaints; if you insult or otherwise offend government officials, you can face a criminal trial and time behind bars.

Before he died in March, Venezuela?s socialist firebrand President Hugo Ch?vez often used the ?media responsibility? codes he enacted in the 2000s to combat what he called ?the impunity of the bourgeoisie,? which was revolution-speak for opposition criticism. ?Venezuela?s private, independent press has been weakened by blow after government blow over the past decade,? says Carlos Lauria, Americas director for the Committee to Protect Journalists in New York. ?What private outlets are left really don?t broadcast news anymore as a result. Dissent gets stifled.? In Ecuador, responding to global outcry, Correa finally pardoned a journalist and three newspaper executives last year after they?d been convicted, sentenced to prison terms and fined $40 million for criminally defaming him.

The Ecuadorean President hoped WikiLeaks? liberal cachet would rub off on his otherwise caudillo profile, not to mention build up his leadership stature inside Latin America?s leftist, anti-yanqui bloc of nations, known as the Bolivarian Alliance for the Americas, or ALBA. Russian President Vladimir Putin, himself no friend of press freedom or open government, no doubt had similar motives when he said this week he?d consider an asylum request from Snowden. Folks like Snowden, says Lauria, ?do need to know how hypocritical it looks and sounds when countries like Ecuador try to wash their negative images and rights records by offering them asylum.?

That should have been apparent to Assange in recent years as ALBA countries led a drive to dismantle the Organization of American States? Inter-American Human Rights Commission. That body, not coincidentally, has been critical of the press-muzzling policies and other anti-democratic practices gaining ground in many ALBA countries. At this month?s OAS general assembly in Guatemala, Ecuador headed a drive to pack the Commission with ALBA-friendly members, but it was decisively rejected by the rest of the hemisphere.
Even in the rest of Latin America, factors like criminal and political violence against journalists ? since 2010, 25 have been murdered in Honduras and 24 in Mexico ? makes the region less than a place ?that is really pushing forward in human rights,? as Assange somewhat naively put it this week. Granted, with the sole exception of Cuba, Latin America and the Caribbean is now a democratic street. But democratic elections are no guarantee of democratic governance ? or of safe conditions for critical, investigative media.
Or, for that matter, for leakers, whistleblowers and other defiant democrats (or traitors, depending on how you look at it) like Julian Assange and Edward Snowden. It?s something they should keep in mind before seeking refuge in countries that might be shielding them simply as a way to shield themselves from human rights criticism ? or as an easy way to kick the U.S. in the shins.
